Does sanitizing actually fix a musty smell?

Often not on its own. Fog sprayed over loose dust just coats the dust. Sanitizer belongs at the end of a mechanical cleaning, never in place of one. The odor source matters first. In Tampa that source is frequently the evaporator coil and drain pan, not the branch runs. Continuous latent load keeps that pan damp most of the year. Biofilm there regrows within weeks if it is skipped.
